Perhaps start with the HDX client, already provided as a Python package:

- https://hdx-python-api.readthedocs.io
Or, write (or find) a "plain CKAN" client
- with reference to https://docs.ckan.org/en/2.9/api/
Use this to interact with the TDC CKAN instance.
Use these to access specific providers, such as:
- HDX
- TUMI Data

The ones available include:

ckanapi First-party, seems to be well-maintained and complete. ◀️ probably the best choice
ckan-api-client Third-party, 10 years old.
ckanclient Third-party, 12 years old.
