I'd modified to build with Ruby 2.5+ and MSYS2 for creating MSI td-agent package.

@repeatedly I've tried to build td-agent 3.8.0 with Ruby 2.5.7 and 2.6.6 with MSYS2. The building instruction (https://github.com/treasure-data/omnibus-td-agent/pull/259/commits/513d387f460784fffa740ba8594896eb972ea6b2) is suitable for your building environment?

This patch seems to not break other environment. So merged.
