Getting errors in the Watchdog. Backfill required. #118

These messages mean that you need to run exo batch backfill for exos

Re-checked this one more time. I've added 'backfill required' error (check) to prevent updates of unbackfilled EXOs, so when EXO builder script be finished online update should go smoothly. And this is confirmed by behavior of watchdog yesterday.
