This PR adds a RPM spec file and a systemd service unit that uses /etc/sysconfig/cgroup_exporter for configuration. I probably went overboard on the service's security options.

@mattmix Would you mind putting the files into a directory named packaging/rpm? Long term there may be Debian/Ubuntu packaging and this would allow me to utilize some packaging pipelines developed at OSC like those for OnDemand.
