No account warning shown when account exists but network state is disconnected #348

What steps will reproduce the problem?
1. Turn of Wifi and Data
2. Turn back on Wifi and Data
3. Launch POSIT
4. Click "View finds"

What is the expected output? What do you see instead?
Since an AuthKey is unable to be fetched user should be notified that they need 
to connect to a network. Instead user is told to setup an account.

Please use labels and text to provide additional information.
