At this moment I am not sure if any of these three conditions are possible.
I would say based on the dimension is the most likely to be possible.
But I will take a look at all three and see whether they are feasable.
If I happen to implement something it will be for these versions 1.21.x, 1.20.6, 1.20.4, 1.20.1, 1.19.4, 1.18.2
What is your idea?
Having mob scaling based on y-level and biome/dimension would be a great expansion to mob customization. for example, you'd have bigger & stronger zombies the deeper you go in caves, or stronger endermen in the End.
