as a reminder, we'll create release in GitHub to tag this merged commit on the new default branch---1.0---as v1.0.0

This PR does four things:

Updates spec version to 1.0.0
Community announcement of 1.0.0
Redirects trolie.energy/spec to trolie.energy/spec-1.0
Moves trolie.energy/openapi.yaml to trolie.energy/openapi-1.0.yaml without a redirect
