There should be a list that has known good software (and version therein).

The implementation section of the ARC draft is a great starting point: https://tools.ietf.org/html/draft-ietf-dmarc-arc-protocol-21#section-12

Consider segmenting the list into libraries, MTAs, other (such as MLS)
