Add sign-up language to the plugin before it goes on .org #43

Since a TL account is required for vendors to benefit from the service, we need to add a message on the TL page about how and why to sign up.

Ideally, we could embed the registration for in the plugin (originally posted here trustedlogin/trustedlogin-ecommerce#46) but that appears not possible.

For now, we will at least have a marketing message.

As this will be distributed on .org I assume we'll want this message to not be fetched from TL servers, which can be seen as 'calling home.
