Add previous changes from #378 (capability to update state-level emissions and price factors and update to Cambium 2023 data) on top of latest version of master
Tweaks to cambium_updater to remove duplicate lines of code and correct decarb scenario source fields.
Regenerate all Cambium data to 2023 version and reflect updated naming of MidCase (from MidCaseTCExp)
