Detect the number of issues created that have a bounty, show in column "Bountied Issue", add "Bountied Issue $" column #15

We want to track how much bounty a user's issues have been assigned that week. Eventually a bot will determine bounty amounts automatically so this is essentially tracking the scoring of the impact of an issue
