The current environment.yaml file to build the Tudat website locally includes deprecated packages (e.g. sphinx-panels). When creating the environment from the environment.yaml file, this leads to an outdated sphinx version (v3.5), which results in local rendering errors (https://tudat.slack.com/archives/C01NSEK6CLC/p1714998628069649) and causes version conflicts (https://github.com/tudat-team/tudat-developer-docs/pull/27#issuecomment-2090793314).

Additionally, the package versions should be fixed for reproducible builds.
