ObservationCollectionParser feature, as well as filtering and splitting capabilities.

Still to be done:

[x] Observation dependent variables refactoring, incl. dependent variable-based filter and splitter
[x] Check handling of residuals inside OrbitDeterminationManager (during the estimation)
[x] Reintroduce some functions (e.g. weights setting) for backward compatibility
[x] Remove deprecated functions (e.g., createResidualObservationSet, splitObservationSetsIntoArcs)
[x] Option to remove single observation sets based on parser condition, or if empty (ObservationCollection level)

This should now be ready for merge right? Should it be compatible with the latest version of tudatpy, or will this require a separate pull request (I understand the new functionality will require a new PR, but I'm wondering if merging this now will break tudat-tudatpy compatibility)

I am not sure, but just to be on the safe side I just opened the corresponding tudatpy PR.
