Add ruler for unnecessary double quotes, refs #91. #150

Hi Steve,

This one adds a ruler to check for use of double quotes when single quotes would be ok instead (see #91). I've also updated a bunch of existing examples that used double quotes.

@acrmp This isn't passing CI builds.... @turboladen Can you weigh on on this, we're waiting on this one.

@acrmp, @jaymzh: does the merging of all of these guys mean we're done with #91 too?
