Ci outside contributor fixes

Please include a summary of any changes. Updated outside contributor CI workflow:

added Fabric support
added jobs to test new var provider attribution to each data warehouse
added Slack messaging for job status
added concurrency to ensure this job will wait if another CI job is active
fixed same warehouse job dependencies so they run serially
upped processing threads to speed up execution

other changes:

reverted dbt_project.yml
created macro limit zero to support fabric and fix a bug with running fabric as clinical only
