Plugin doesn't enable with existing workspace

What steps will reproduce the problem?
1. Install app from marketplace
2. restart eclipse

What is the expected output? What do you see instead?

Plugin doesn't want to enable

What version of the product are you using? On what operating system?
ubuntu precise 12.04 with Sun Java JDK

Please provide any additional information below.
This does not happen if I create a new workspace, any edit seems to behave ok. 
perhaps something awry with my workspace preferences ( I imported prefs file 
from previous workspace)

Any logging you suggest I look at?
