Work on #33 Motivation in Comparison to DSG #37

@marqh - This is starting what we said we'd do in #33 @bekozi and @twhiteaker note that the bottom of the readme seems stale?

this first two paragraphs set the scene nicely, I feel. I wonder if the third is a little implementation specific. We could adjust the language a bit and focus on the goal, whilst leaving some space to amend implementation details if required.

perhaps something like:

## How does what we are proposing work with / build on DSGs?
In this proposal, we intend to provide an encoding to define collections of geometries (point, line, 
polygon, multiLine, or multiPolygon). This will interface cleanly with the information encoded in Discrete 
Sampling Geometries, enabling DSGs and Geometries to be used in tandem to describe relevant 
datasets.

what do you think?

I like this... I was including details that would resonate with people who are familiar with the nuances of DSG but that's not really needed.
