RI_G03 issue with single station observation #19

I've noticed that if we only have data from a single GPS station, the RI_G03 solution produces reasonable TEC parameters but the corresponding RMs are garbage. On the other hand, RI_G01 solutions produce reasonable values. This needs to be investigated.
