Boost tweets mentioning FOSS software #717

Is your feature request related to a problem? Please describe. As one of the largest social media platforms, Twitter has influence. Now that the algorithm has been published, it is time to take into consideration to give free and open sourced projects a general boost on Twitter.

Describe the solution you'd like Tweets mentioning FOSS software should appear more often than tweets about closed software. E.g. GNU/Linux > Windows Matrix > Discord

Describe alternatives you've considered Determining if users use free and open source software and giving their tweets a general boost: E.g. in your light ranker ("encoded_tweet_features.is_user_foss_flag", "A")

There are no other alternatives for humanity to progress forward.
