let's hug .net core #17

Okay i try my best to ensure without change anything already exist.

But these things still have to be changes:

uv import name must be "libuv" instead of "uv" look this
add Internal\PlatformApis.cs to support cross platform (eg. netstandard's string does not have sbyte* constructor)
