ci(PR): adjust timeouts and add concurrency #11262

Description of change

added a timeout for DB tests, for most it's 15 minutes but for cockroach (which is currently flaky) we set it to 30 minutes.
now, after adding new commits to a PR, the previous running workflow will be cancelled.

Hi, I'm currently implementing the mutation testing and it usually takes several hours to complete. I'm reusing the workflow files, so that could be an issue.
