This is a combination of https://github.com/uPlexa/uplexa/pull/75 and https://github.com/uPlexa/uplexa/pull/76 for simplicity's sake.
This PR merges changes from Monero that fix compilation with GCC 9 and boost 1.70 which should fix issues people on Ubuntu 20.04 have faced when compiling uPlexa. :partying_face:
