Update AA/EO text in footer with new version #50

This PR simply updates the footer with the new AA/EO text requirements.

The HTML for the text + two links were copied & pasted from the Arctic-EDS footer. To test, compare the new AA/EO text against the Arctic-EDS footer, and make sure formatting looks okay.
