Can we put place names above the data layers? #369

On the climate maps, is it possible to have the place names appear on top of the data layers versus hidden underneath? This would allow someone to more effectively navigate around the maps. This seems important as even an Alaska resident may struggle to figure out where they are on the landscape. For example, I personally struggle to zoom in to the Fairbanks area and have any confidence in knowing where I am looking at or if indeed I'm actually close to Fairbanks. I'm guessing everyone navigates a map differently, but for me it is place names and river/stream networks.

This would still be nice! And I think we've talked about this elsewhere, but I'm not sure what the right ticket to cross-link is.
