Update XDMoD to version 11.0.0 #192

Description

Update XDMoD packages to the latest build (11.0.0).

Details

Updates RPM installs to 11.0.0 for xdmod, xdmod-supremm and xdmod-ondemand RPMs
Update README to reflect changes between 10.0 and 11.0 XDMoD setup script
Update pre-configured configuration file tarball to include settings needed for the 11.0 version.

Testing Details

Tested against the pre-built images with

docker compose build --no-deps xdmod
docker compose up

Then confirming the UI loads and the new Resource Specifications realm is present and correct.
