fix: renamed file to match kebab-case, updated ESLint rules

The current ESLint configuration would allow for wrong file naming. Actions taken:

• updated ESLInt to v9
• updated rules to only allow properly named files
• updated workflow to run full format checks instead of only CSpell
• updated Knip workflow
• renamed offending variables
