Enable closing the app on browser close for users but not for developers #83

This was in place #28 so that the app would shut down when a user closed their browser. But it is annoying when you are developing the app because you can no longer refresh the browser. This needs to be enabled only in a non-developer mode.

I actually prefer the app to shut down on browser close.
