reviewed network.py and added preliminary comments for later refactoring #81

I added some comments for things I think need changes and will address them before the mentor meeting next Tuesday. I will also add tests and a more thorough review when I am able to properly use "Run and Debug" after the TA session today (Fri 3pm).
