Make UpdateTable component for AdminUpdatesPage

• I can see a nicely formatted table with the contents of the updates
• So that I can manage the updates to the course data

Discussion

Make a UpdateTable component for updates that displays these columns: Subject Area, Quarter (format it as QXX, not YYYYQ), saved, updated, errors, and last update), with tests and stories. Related: #10

Acceptance Criteria:

• UpdateTable displays Subject Area column
• UPdateTable displays the Quater column formatted as QXX
• UpdateTable displays saved column
• UpdateTable displays errors column
• UpdateTable displays last update column
• Storybook documentation is properly updated.
