Refactor lookup #309

Refactorization of block lookup code; this is now all in a single location to prepare to add support for the new map format. #303 and #307 Minor code cleanup of dead code.

I'll just skip this merge and include these commits in the next merge. Also I have managed to make new maps work... so shouldn't take too long.
