Favicon #22

Add note in documentation that custom favicon must be stored as favicon/favicon.ico.

Also, I got this error when trying to render with a custom favicon:

File favicon/mask-icon.svg not found in resource path
Error: pandoc document conversion failed with error 99
Execution halted

@mattkerlogue This was already documented in ?govdown_document(). Where else did you look, so I can put a note there too?

Were you on Windows when you got the not found in resource path error?

Ah I was meaning on the main govdown page.
