The need to include a name for a nomination may make people less inclined to complete the nomination form, this may also be true of the email field. This idea hasn't been fully explored, but perhaps removing the required name and/or email may solicit more nominations from the public.
Another possibility is to change the UX, so a pop-up appears, giving the nominee the option to include both name and email if they would like a response.
We could also add a quick save a website form similar to IA, and place it prominently on the home page.
