Plugin defaults to automatically enabled #7

The settings file automatically enables the plugin on install: https://github.com/ulsdevteam/inlineHtmlGalley/blob/92bdfdf292e9d105a27eb84818137675fec13def/settings.xml#L15-L20

This behaves especially poorly with: https://github.com/ulsdevteam/inlineHtmlGalley/issues/3

This plugin should not automatically self-enable.
