Be able to detect cones via CV

detect waypoint barrels / flags - "big ass buckets with different colors" - mish 2018

Waypoints do not appear to be colored barrels. Rather, they are fluorescent green thingies, as seen in IGVC 2017. Need to check rules for more details. @cedricIGV
