[WIP] initial commit of new npm config from parent theme

Still a work in progress, but this PR starts the process of setting up the new build process to mirror the parent theme.

• removes gulp
• adds rollup.js, postcss, and custom npm scripts to handle assets
• moves all sass files into the same src folder
