As a translator I want to be able to create private use language codes to track my work when an existing tag isn't specific enough so that I can differentiate my language from others.

This may start as a Pull Request seeking to add a new code into the database but upon merge we'll need to have a process to put these codes into the correct place. We'll also need to handle updates/reassignments of codes, which may work as symlinks.
