Define the VM platforms for desktop #92

We need to define the baseline platforms that we will use for testing desktop. Which versions of Windows, Linux, OSX will we set up. Where will they be located. What virtualization technology will we use? Who will be the system administrator?

The process for using, snapshotting, upgrading, etc. will be defined in QA process documentation.
