feat: rabbitmq work queue + dispatch programming task to runner

• [x] copy the rabbitmq code from the other pr over

• [x] currently the definition isn't being passed to the task so the runner doesn't have information to construct py_run_function_steps, fixing this first

  • [x] swap testcases in definition into current request should fix it pydantic is just removing the fields?

• [ ] runner is now capable of running programming task. repackage the result include all testcases results before sending back
