#944: (Partial) QStabilizer non-arbitrary global phase #953

To fix a remaining issue with attaching QStabilizer qubits to QBdt, it must be possible to track global phase offset as non-arbitrary in QStabilizer.

This isn't complete, yet, but it's a step forward, and I'll likely have this option fully implemented tonight.
