This is the CNCS scraper.

It's proven to be a bit of a bigger lift than previously expected. If anyone else sees this and wants to jump in, please do!

@parkr, thanks for starting this off! I built on your work and finished what I think is a fully working scraper for audits, investigations (including the closed, press-release-only variety), semiannual reports, and their one (hardcoded) peer review report.

Thank you for jumping in as we finally close off phase 1 of the project. Just one more to go! (And PR incoming!)
