[ssa] Improve unreleased report heuristic #279

This addresses part of konklone/oversight.garden#73. For any investigation without a PDF link, the announcement page is downloaded as the report itself. This removes the bulk of false positives, while leaving all the "Limited Distribution" audit reports.
