Added Traditional-Chinese translation, update Simplified-Chinese to better match the current version. #171

I've added Traditional-Chinese translation "zh-TW.ini", based on the current en-US.ini file.

I also updated the "zh-CN.ini" file, seeing it's a bit out of date, I might as well help others out. :D Existing CN translations are kept as-is, with newer strings added in, deriving from "zh-TW.ini" .

Tested on my OBS 29.0.2 with Tuna 1.9.4 with no display issues. 螢幕擷取畫面_20230222_104551
