ROS-noetic third-party package #3

I upgraded the epos2_motor_controller so that it compiles with Ubuntu 20 and ROS noetic. Unfortunately, it is not a third party package anymore since I used catkin for compilation. According to this issue, we should get rid of catkin again.

-- The old version is still available with tag 1.0.1
