Remove concepts from Incident Report Creation that are no longer needed and/or pursued.

Task Description:

The concepts and intentions behind media attachments on incident reports are no longer pursued because they would provide no value to the incident report or the admin response to the report. Planification shifted from this early idea, but its definition is still included in the project proposal and descriptions.

Implementation:

• Examine project proposal for concepts containing media attachments as part of incident report creation or management.
• Examine frontend and backend for mentions or early implementation of media attachments.
• Update all involved segments of code and documentation.
