Define chain id #196

We need a way to identify the chain within all Polkadot chains from which the identity module is going to be read.

In Ethereum this is the chainId, and help us separate between mainnet, and testnets.

I'm not sure what this would be in Polkadot. It seems we are looking for the Kuama chain ID.

We also need a way to read that id from the apiPromise.
