Check 4287 advanced gentrification #95

There is a tract in Alameda, 4287, we categorized as displacement susceptible but it gentrified in 90-00 and has median home value over $1 million. Should this be advanced gentrification?

Issues
it's not capturing the other income categories to make it AG. Could be related to #96 - look and see if this is a similar case. Consider changing these SLI to AG where gentrification occurred in 90's

So the primary issue here is this tract gentrified in the 90's but kept low income households. In some regard, this seems to be an "old gentrified" spot that didn't maintain higher income households. In these cases, we will push these from SLI to AG.

When a tract is LISD or OD and gentrified in 90s, we call it advanced gentrification. If LISD or OD and gentrified in 2000's, we call it early gentrification.
