Enhance support to multiple resolutions

Currently, we can define what layers will be shown at which zoom level. However, we could have more sophisticated dynamics with multiple resolutions. There are a number of ways to navigate through resolutions, for instance ("An assisting, constrained 3D navigation technique for multiscale virtual 3D city models").

We can discuss this further to have a more concrete idea.
