Kanaloa Motor Driver #21

Make a node for interfacing with the new motor controller board. It will subscribe to a MotorPowerArray topic which will allow thruster power levels to be set by name. It should also subscribe to a topic that will allow axes (i.e. yaw, pitch, surge, strafe) to be set by name.
