Feature/submodule refactor and artifact publishing

This PR does the following:

Removes the jpo-ode submodule
Adds the jpo-utils submodule
Refactors the pom.xml to pull jpo-ode jar files from GitHub Maven Central instead of by building the ODE
Adds an artifact publish GitHub action that builds the geojsonconverter jar and publishes it to GitHub
Refactors the docker-compose.yml workflow to use the jpo-utils files and also adds options to spin up the ODE and ADM modules
Adds some udpsender integration scripts to test the full stack (these are just taken from the ODE repository)
Updates to the documentation to reflect the additions
