Catch up v4.1 release branch with main #271

The release/v4.1 branch which is used for all changes for the upcoming v4.1 release is behind the main branch.

This PR is for merging main into release/v4.1 to have the release branch be up to date with the current specification to minimize merge conflicts.

Ah, the merge conflicts on this protected branch are a bit of a hassle, I'm going to have to make another PR to resolve them. Stand by.
